Setting to force Lesson Video to always start from beginning.

Our website deals with small repeating drills. When the lesson starts in the middle is makes for a terrible user experience. Our videos will always need to start from the beginning, with a few exceptions.
As an admin, I think we should have this as a setting:
First, We need a Site wide default
Video Start Point (Default)
- Beginning
- Continue where they left off
Then overrides for exceptions:
- Course level override
- Lesson level override
