Not have headings, dividers etc. count as "questions" in a survey

On the scale plan you have the option of having 25 questions in a survey, however, structural "fields" such as heading, divider etc. also seem to count in the 25 question limit.
So if I have 25 questions I want on a survey, and I would like to do a little structuring to make the survey neater with heading, dividers, sections and such - then this is not possible. Because a heading also counts as a question, even though there's no possibility for the responder to "answer" anything.
Not sure if you either want to change the wording to be 25 fields that are included in surveys on that plan so there's no misunderstanding or you have a way to make these structural fields not count as a question. (or raise the number of fields allowed on the scale plan 😊)
