Have two buttons on a worksheet one to 'save' and one to 'submit'

Currently, when someone clicks "save worksheet" the worksheet is submitted. This is confusing for the user. There should be two buttons one to 'save as draft' and the other to 'submit worksheet'

Also, please give the user the ability to Name their Worksheet when they Save it.
We use multiple Worksheets in our Courses. Users need the ability to easily find their different Worksheets.
